PERSONALITY
Felicity is in a lot of ways your typical, nerd/geek. She's highly intelligent with an IQ high enough to label her as a genus though she isn't one to boast about it, she is well aware of her skills. Her intelligence is backed up by her ambition to succeed as well as her habit of being a hard worker. This is partly due to how socially awkward she is which resulted her in never really having any friends while growing up so instead she just dove into her school work while spending her spare time using computers and learning as much as she could about them.
Because of the amount of time she spent playing around with computers, she has become quite tech savvy. She grew to love computers and anything that you could do with them. While she wasn't that graphically inclined with them it was more the technical side and at a young age she taught herself how to hack computers. It is only luck so far that she hadn't been caught hacking into a serious computer system yet.
Felicity, surprisingly given her personality doesn't back down from danger when he comes up against it. While she isn't the most outgoing person, she will put herself in these situations for her friends. A part of this is because of how compassionate, loyal and trusting she is with her friends. She would do anything for them no matter the cost. At the same time though she is very patient and indulgent with them, letting them get away with really obvious lies and will keep their secrets as long as it doesn't put anyone in danger. Despite that though, she won't allow any of them to put themselves in danger if she can find another way to do it. She knows that danger is a part of Oliver's job but that doesn't mean she has to like it. The thought of him in danger is something that scares her and is actually one reason why she will go undercover to gather information they need and to protect them for as long as she can.
She is willing to go undercover even though Oliver prefers that she not but she hates not knowing things. She has always wanted to get her fingers on as many bits of information that she can possibly can, to learn as much as possible. A part of this relates to how insecure she is though that also relates to her working role and the thought that her bosses will get rid of her if they get sick of her. In fact she's imagined this to happen when it actually isn't going to.
Felicity is a nerd when it comes down to it. As well as loving to play with computers she has always been a big fan of science fiction shows/movies, comics and other 'nerdy' things. Her favourites include Star Wars, Star Trek, The Hobbit/Lord of the Rings, Around the World in 80 Days, C.S Lewis's sci-fi trilogy and Isaac Asimov books among others.
One of her more annoying or endearing traits, depending on who you are is her tendency to babble when she is nervous. Unfortunately as she babbles, she often says things with double meanings - usually sexual in nature and when she tries to explain the situation she is in she often gets herself deeper into trouble with what she says.
Despite that, she isn't afraid to voice her opinion when it comes to topics being discussed, even if they aren't the generally accepted one. She believes that all opinions should be considered before a final decision is made.
HISTORY
Felicity Smoak was the only child born to Donna Smoak and her husband. Donna was a cocktail waitress in Las Vegas and Felicity's father left them when she was young. Since then she's had no contact with her father and as little as possible with her mother once she became an adult. She inherited her genius level intelligence from her father and this often put her at odds with her mother. She was socially awkward in school and turned to books and then computers for friendship (she built her first computer when she was seven), something that she doesn't regret to this day - for the most part.
During her school years, she excelled and ended up graduating from school two years early. By the time she was fourteen she had hacked her first computer system though she didn't gain any information from it, she just wanted to see if she could do it. By that time she was also programming her own computer programs when she wasn't busy studying or watching the various tv shows or movies that she enjoyed. It had been a nightly ritual since she was five to watch Star Trek with her family starting with the original series going all the way through to the latest one.
Felicity earned a scholarship to MIT where she graduated with honors in 2009. While she was at MIT she went through a Goth phase, considering herself to be a "hackativist" and wrote a program which was supposed to help people pay their student loans. Her boyfriend Cooper used it to break into the school's records and was eventually arrested for his crime. Felicity was lead to believe that he had commited suicide in prision, a fact which she later learned wasn't true, and changed her persona. She went from goth to geek overnight and finished college without further incident. Upon graduation she was hired by Queen Consolidated as one of the computer technicians a job that she came to enjoy though she lived in fear of being fired.
Little did she know just how much her life would change when Oliver Queen walked into her office with a bullet ridden laptop claiming that he had spilled coffee all over it. She had known straight away that wasn't the case but she didn't press the issue and instead just did what he asked of her. That wasn't the first time she was in that situation with him though. Or the last time she did something for one of his family members, including Walter Steele, his stepfather.
That was all he was to her, until he revealed himself as the Hood to her and asked her to take him to his father's old warehouse, where she and Diggle proceeded to save his life. From there on, everything that she knew about him made a lot more sense.
Over the next two and a half years, Felicity became an important part of Team Arrow (a name which she came up with and which Oliver hated) and worked with Oliver and Diggle to try and clean up Starling City. She also developed feelings for Oliver but she never let them show as she was convinced that he would never return them. When Slade Wilson threatened to destroy the city, Oliver took her to the Queen mansion which had been bugged by Slade where he told her that he loved her and kissed her. Of course he knew that Slade was watching and that he would come after Felicity and while he didn't want to do it, he felt he had no choice. He also slipped the cure for the Mirikuru which was the reason for Slade's insanity into Felicity's hand, trusting her to know what to do. She took Slade out and she, Oliver and Diggle took him to a secret prision on Lian Yu.
After that everything changed. She and Oliver began to accept that they had feelings for one another though neither acted on them. They continued to fight crime in Starling City and finall after a talk with Diggle, Oliver asked her on a date. Things went down the tubes after that, Oliver decided that he couldn't be with anyone because of what he did and Felicity decided she deserved better so she went to work for Ray Palmer. Although she continued to work with Team Arrow, there was awkwardness between her and Oliver at times due to their personal feelings. After Sara's death, the team worked to try and find out who killed her and when they did, they were in for a surprise. Malcolm Merlyn had drugged Thea and she had killed Sara without being aware of it. Oliver was angry and determined to save his sister, he went off to face Ra's Ah Gul but before he left he told Felicity that he loved her. Needless to say Felicity was quite surprised and unable to respond.
Then everything changed again.
SPECIAL ABILITIES AND SKILLS
1. Genius Level intelligence - According to her mother, Felicity inherited this from her father. She graduated from high school early and received a scholarship from MIT where she graduated with honors.
2. Computer Expert/Hacker - Felicity built her first computer when she was seven and hacked her first one seven years later. Although she prefers not to call what she does hacking, that's exactly what it is and no one does it beter.
3. Computer Specialist - Not only can she hack into anything, she can also build computers. She completely rebuilt the entire computer system in the Arrowcave after the Undertaking and now works as the Vice President of Tecnology for Palmer Industries.

Felicity looked around her, the last thing she remembered was standing in the Arrowcave with Oliver and Diggle, threatening to quit her position as their computer expert and hacker over the fact that Oliver was convinced that he had to go and target a man on the list despite being a single father to a ten year old son. She couldn't believe that he would orphan a child like that. She had been iffy about the other targets but they weren't single fathers - this was beyond wrong. Little did she know that Oliver would change his mind but he was just being his usual stubborn self.
Turning on her heel, she span around and took in the scene before her. There were people who looked like doctors as well as military people with guns trained at her. It was obvious that they had been expecting her - or at least someone even if they didn't want to be given the expressions on some of their faces of annoyance.
"Come with us," one of them, who she took to be the leader said, using their gun to beckon her forward. Figuring it was the best thing to follow them, she did so silently wondering what was happening. They lead her to a sterile room with machines and more doctors waiting for her. "We shall undertake a few tests and you will have to fill out some paperwork before we release you. Otherwise welcome to New York 2014," they said before spinning on their heel and leaving her alone with the doctors.
